Abstract


Usaha Mikro Kecil Menengah (UMKM) kedai kopi di Kabupaten Belitung berkembang menjadi arena
ekonomi dan sosial yang strategis, namun studi tentang kontribusinya terhadap ketahanan nasional melalui kapabilitas
dinamis dan inklusivitas budaya masih terbatas. Penelitian ini bertujuan menganalisis peran kedua faktor tersebut
dalam memperkuat daya tahan UMKM terhadap perubahan sosial-ekonomi dan tekanan globalisasi. Metode yang
digunakan ialah pendekatan kualitatif deskriptif dengan teknik triangulasi wawancara mendalam terhadap pelaku
usaha kopi di Kabupaten Belitung, dan didukung data di Kota Pangkalpinang. Hasil penelitian menunjukkan
bahwa kapabilitas dinamis tercermin dalam inovasi produk, diversifikasi pasar, dan integrasi digital, sedangkan
inklusivitas budaya tampak dalam toleransi antar-etnis, pelayanan berbasis kearifan lokal, dan solidaritas sosial di
ruang kopi. Kedua dimensi tersebut membentuk ekosistem UMKM yang tangguh, adaptif, dan inklusif. Penelitian
ini menegaskan bahwa ketahanan nasional tidak hanya dibangun melalui kebijakan negara, tetapi juga melalui
praktik ekonomi mikro berbasis nilai budaya dan solidaritas sosial. UMKM kedai kopi di Belitung menjadi simpul
ketahanan nasional berbasis komunitas yang memperkuat kohesi sosial dan kemandirian ekonomi rakyat.
