STRATEGI PENGEMBANGAN JAMINAN PEMELIHARAAN KESEHATAN MANDIRI KABUPATEN HULU SUNGAI SELATAN PROPINSI KALIMANTAN SELATAN

Abstract
Background: Environmental changes, internal and external
problems, and the decree of Constitution Court, which gives
the opportunity for the managing council of healthcare
insurance for poor communities to become a social insurance
institution, demand Pre Managing Council of Kandangan Sehat
to respond to them by formulating strategies relevant for the
Development of Self-Supported Healthcare insurance at District
of Hulu Sungai Selatan. To formulate the strategies for the
Development of Self-Supported Healthcare Insurance of the
District of Hulu Sungai Selatan.
Method: This was a descriptive case study. Data were
obtained from observation, focus group discussion, indepth
interview and the result of secondary data search. There
were as many as 39 respondents, Consisting of Head of Health
Center, Participants and Former Participants of Self-Supported
Healthcare Insurance, Local Government Secretary, Head of
Commission I of Local Parliament, Head of Administrative
Department of Brigjend. H. Hassan Basry Hospital of
Kandangan, Head of Health Office and All Staff of Pre Managing
Council of Kandangan Sehat. Data were analyzed
quantitatively and qualitatively to identify strengths,
weaknesses, opportunities and threats (SWOT). The result of
SWOT analysis was used to decide the intended strategies.
Result: Pre Managing Council of Kandangan Sehat had bigger
strengths than weakness and had bigger opportunities than
threats so that both strength and opportunities could be
optimized at their best.
Conclusion: The position of Pre Managing Council of
Kandangan Sehat was located at quadrant I; therefore it was
suggested to formulate build and grow strategies through
product development, diversification and market penetration.
