Abstract


Workload is one of component in calculating needs power. This means that the amount of energy needed is adjusted to the existing workload. A method of  Workload Indicators of Staffing Need (WISN) is the method for calculating the needs of health workers based on the actual workload carried out by the workforce. This study aims to determine the amount of workload in the Emergency Installation at Kendari City General Hospital with Work Sampling techniques and then used to calculate the power requirements with the WISN method. The research was conducted at the Emergency Room Installation at Kendari City General Hospital in October to November 2018. This research is a qualitative research by conducting observations, in-depth interviews and document review. The results showed that productive activities in the Emergency Room were (34.2 %%) and indirect productive activities (55.3%). The proportion of time obtained from the component of the workload of productive activities and indirect productive activities has reached the maximum limit, namely (89.5%). Calculation of nurses' needs based on workload obtained 28.7 nurses with a WISN 0.8 ratio. The results of the research suggested for the management of Kendari City General Hospital to carry out the management of nursing staff optimally to achieve quality nursing services, considering the workload of nurses as a reference in determining the needs of nurses, as well as adding non-medical personnel (porters).
