Abstract


Penelitian ini bertujuan untuk menganalisis pengukuran kinerja dan memberikan rekomendasi yang dapat mendorong upaya peningkatan kinerja organisasi pemerintah di bidang produksi dan pelayanan publik sektor perikanan dengan model balanced scorecard.Penelitian ini merupakan penelitian deskriptif kualitatif dengan pendekatan studi kasus. Sumber data dalam penelitian ini, yaitu data primer berupa hasil wawancara mendalam dengan koordinator, karyawan, dan pelanggan di LPIAP Sluke dan data sekunder berupa analisis data karyawan, laporan keuangan, produksi, dan penjualan tahun 2021-2022.Hasil penelitian menunjukkan bahwa dari total 23 indikator kinerja utama (IKU) terdapat 2 IKU tidak mencapai target dan 2 IKU yang belum mencapai target, tetapi diperkirakan akan mencapai target pada akhir tahun 2022. Hasil analisis juga menunjukkan bahwa LPIAP Sluke sebenarnya kekurangan tenaga kerja kompeten dan terlatih di bidang perikanan, hal ini tidak dapat diidentifikasi melalui pengukuran kinerja secara tradisional yang selama ini diterapkan di LPIAP Sluke. Selain itu, penuangan hasil pengukuran kinerja ke dalam matriks maturity grid memberikan beberapa rekomendasi yang dapat digunakan untuk mendorong peningkatan kinerja organisasi.
