Abstract


Background: To anticipate the medicine price hikes, the
Indonesian Ministry of Health (MoH), representating the
goverment of Indonesia, through the decree of Permenkes RI
no. 085/Menkes/Per/I/1989 regarding the obligation to write
the medical prescription and the usage of generic medicine in
all goverment health care units. This generic medicine
socialization should be supported by all public components, as
this program seems to encountered a big hurdle which can be
seen from the social and economic aspects.
Purposes: This study is designed to explore the description
and factors related to the implementation of generic medicine
prescription policy at the Cilegon District Hospital in the year of 2007.
Method: The study used quantitative and qualitative method
with primary data which collected directly by in-depth interview
from the informants, and the secondary data which were
gathered from documents exploration by collecting 379 generic
medicine prescription papers from the out-patient clients.
Result: Qualitatively, the study showed that generally the
implementation of Permenkes RI No. 085/Menkes/Per/I/1989 has
not performed as it should be. The average percentage of the
generic medicine utilization by out-patient clients in Cilegon
district hospital is only 52%. This result qualitatively showed
that the Director of the Hospital, the Pharmacy and Therapy
Committee, and the Pharmacy Installation have not performed
as well as what is stated on the Permenkes RI No. 085/Menkes/
Per/I/1989.
Conclusion: There exist a requirement on increasing the
generic medicine socialization that involved the medical
practitioners and the community, a method that regulate the
implementation of the policy which can be evaluated and
revised, supervision toward the implementation, and also the
application of reward and punishment mechanism.
