Abstract

Pengelolaan energi terbarukan oleh masyarakat sering kali mengalami kegagalan. Berbagai faktor menjadi sebab, mulai dari pengelolaan yang rumit, memerlukan modal besar, hingga tantangan persaingan bisnis dengan sumber energi lainnya. Fakta tersebut menjadi dorongan studi ini untuk mengulas praktik baik sebuah pengelolaan listrik berbasis energi terbarukan atau kemudian disebut dengan Pembangkit Listrik Tenaga Mikro Hidro (PLTMH) yang eksis dan tetap berlanjut dari tahun 1993 hingga sekarang. Melalui pendekatan penelitian kualitatif, studi ini setidaknya mengungkap bahwa keberlanjutan tersebut dikarenakan terdapat beberapa proses pengelolaan yang saling berkaitan satu dengan yang lain. Pertama, PLTMH diawali dengan munculnya ide dari seorang penduduk lokal. Kedua, penemuan ide tersebut diaplikasikan dengan membangun PLTMH yang dalam perjalanannya melibatkan berbagai aktor dari dalam dan luar desa. Ketiga, pengelolaan organisasi tercermin dari dikelolanya PLTMH tersebut secara bersama-sama oleh Kelompok Tirta Pijar. Terakhir, masyarakat merespons dengan manfaat yang diterima seperti perubahan kondisi yang dialami dan keunggulan PLTMH.

Abstract

The process of renewable energy by communities often experiences failures. Various factors contribute to this, such as from complex management, requiring substantial capital, to business competition challenges with other energy sources. These facts serve as the caused for this study to showing the best practices of renewable energy-based electricity management, specifically referred to as Micro Hydro Power Plants (PLTMH), which have been in existence and ongoing since 1993. Through a qualitative research approach, this study reveals that sustainability is due to several interconnected management processes. Firstly, PLTMH begins with the emergence of an idea from a local actor. Secondly, the implementation of this idea involves building PLTMH, which engages various actors from within and outside the village. Thirdly, organizational management is reflected in the collective management of PLTMH by the Tirta Pijar Group. Lastly, the community responds with benefits such as changes in their conditions and the advantages of PLTMH..
