The theme of volume 3, Issue 1 of the SEAJ ALGov is "Public law: the development and challenges." The articles on this issue are written by authors from diverse countries and employ different legal research methods.

The first article in this volume discusses state recognition theory from a legal-historical perspective. The second article elaborates on the erosion of legislative oversight in the so-called Indonesia super-priority national strategic projects, namely the preparation of the new national capital. The third article employs comparative legal analysis of asset valuation laws across ASEAN countries, followed by the fourth article, which elaborates on freedom of speech in the contemporary context. The last article has a similar theme to the second; it discusses the legal issue in the national strategic project, namely the New Yogyakarta International Airport.
