Negosiasi Konflik Perhutani dalam Program Perhutanan Sosial di Jawa Tengah 1997-2023
Abstract
Artikel ini berupaya mengungkap realitas kehidupan sosial-ekonomi masyarakat petani di Jawa Tengah dalam konteks transformasi akses terhadap sumber daya hutan. Argumentasi dieksplorasi melalui penelitian etnografi yang dilakukan selama tiga periode kunjungan kerja lapangan selama Mei 2022 hingga Januari 2023 dengan total durasi efektif sekitar dua bulan. Hasil penelitian menunjukkan bahwa akses masyarakat terhadap hutan pada implementasi program perhutanan sosial melebur ke dalam koalisi tingkat tapak. Petani terjebak dalam relasi histori-konfliktual dengan aparat kehutanan di desa dan berbagai bentuk relasi ekonomi-distorsif dalam sektor pertanian. Struktur kapitalisme lokal menciptakan persaingan untuk sumber daya dan faktor produksi sehingga mengorbankan hutan sebagai komoditas. Dengan demikian, reformasi perspektif dan tata kelola hutan perlu diwujudkan oleh pemerintah untuk mencapai cita-cita pengelolaan sumber daya alam yang adil dan berkelanjutan.
