Abstract
Pemerintah Indonesia meluncurkan peraturan presiden tentang sistem pemerintahan berbasis elektronik pada tahun 2018. Peraturan ini menjadikan pengelolaan arsip digital sebagai salah satu domain yang disoroti. Situasi ini semakin mendesak sejak pemerintah mengeluarkan kebijakan untuk ibu kota baru di Penajam Passer Utara, Kalimantan Timur. Ibu kota baru akan menerapkan konsep kota pintar terintegrasi. Karenanya organisasi pengelola arsip perlu bertransformasi untuk segera menangani arsip digital yang dihasilkan di ibu kota baru. Penelitian ini bertujuan untuk mendeskripsikan konsep transformasi digital organisasi pengelola arsip yang kontekstual dengan Indonesia. Penelitian ini dilaksanakan pada bulan Januari hingga Desember 2020. Penelitian ini menggunakan metode kualitatif melalui studi pustaka dan focus group discussion (FGD). Dengan menggunakan kerangka sibernetika parsons ditemukan bahwa transformasi organisasi pengelola arsip perlu dilakukan dengan mengubah perspektif pemerintah dalam melihat arsip, fungsi organisasi kearsipan dan praktek pengelolaan arsip.
