Abstract

The enforcement of environmental law encompasses administrative, criminal, and civil law mechanisms. Administrative law enforcement is closely related to the administration of government itself. One of the key elements of administrative law is the regulation of public participation procedures. In this regard, this article will discuss the ideal construction of public participation in government administration in Indonesia, particularly in areas that impact the environment, and the development of participation in creating an ecocracy within the government administration process through doctrinal legal research. This article proposes a construction of Meaningful Green Participation as a combination of the concepts of public participation, environmental participation, and meaningful participation. Meanwhile, this article argues that creating an ideal ecocracy requires participation that provides space for environmental interests (deep-ecological participation) through the involvement of all aspects of life (all-life control).
